Am 26. Mai 2021 hat der Bundesrat die Verhandlungen zum Rahmenabkommen zwischen der Schweiz und der EU abgebrochen. Welche Auswirkungen dieser Entscheid auf die Verhandlungen über die Assoziierung der Schweiz an Horizon Europe hat, ist Gegenstand vielfacher Spekulation, aber zurzeit noch offen.
Bei aller Unsicherheit kann festgehalten werden – für die Forschenden ändert sich vorerst nichts:
«Weiterhin gilt, dass sich Forschende und Innovatoren in der Schweiz für die Ausschreibungen von Horizon Europe und verwandten Programmen und Initiativen bewerben können. Dabei müssen die Bewerberinnen und Bewerber in der Schweiz ihre Projektvorschläge für alle Ausschreibungen nach wie vor als Teilnehmende eines assoziierten Landes einreichen.» (Information SBFI, 27. Im Detail bedeutet dies:
- Technisch gesehen ist die Beteiligung der Schweiz an Horizon Europe Teil der Bilateralen Abkommen I und losgelöst von der Frage eines institutionellen Abkommens.
- Politisch wird jedoch ein Konnex zwischen einer Assoziierung der Schweiz und den gescheiterten Verhandlungen um ein Rahmenabkommen gemacht. In wieweit dieser Konnex eine erfolgreiche Assoziierung, die nach wie vor das Verhandlungsziel der Schweiz ist, erschwert, kann zum jetzigen Zeitpunkt nicht abschliessend beurteilt werden.
- Sollte die (Voll-)Assoziierung scheitern, können sich Forschende aus der Schweiz im Drittstaatenmodus an (kollaborativen) Projekten im Rahmen von Horizon Europe beteiligen.
- Die dazu notwendigen Mittel wurden bereits vom Parlament gesprochen. Die Forschenden würden sie – wie bereits während der Teilassoziierung zwischen 2014 und 2016 – direkt vom SBFI erhalten
- Diese Regelung soll auch für Mono-Beneficiary Projekte gelten (z.B. ERC, MSCA); das SBFI prüft auf der Basis des Bundesbeschluss zur Finanzierung des Horizon Pakets 2021-27 entsprechende Massnahmen.
- Forschende müssen sich zum jetzigen Zeitpunkt so bewerben, als ob die Schweiz assoziiert wäre. So können wir sicherstellen, dass ihre erfolgreichen Projekte in jedem möglichen Szenario finanziert werden können.

Participation in Horizon Europe: immediate impact of ending negotiations on framework agreement
On 26 May 2021, the Federal Council broke off negotiations on the framework agreement between Switzerland and the EU. The impact that this decision will have on the negotiations over Switzerland’s association with Horizon Europe is the subject of much speculation and for now remains unclear.
Despite the uncertainty, the Swiss State Secretariat for Education, Research and Innovation (SERI) has stated that nothing will change for researchers for the time being.
“Researchers and innovators in Switzerland can still apply for Horizon Europe calls and related programmes and initiatives. Applicants in Switzerland must still submit their project proposals for all calls as participants from an associated country.” (Information from SERI, 27 May 2021)
More concretely, this means as follows:
- Technically speaking, Switzerland’s participation in Horizon Europe is part of the Bilateral Agreements I and are therefore separate from the question of an institutional agreement.
- Politically, however, a connection can be made between an association of Switzerland and the failed negotiations over a framework agreement. At this time, it cannot be fully determined to what extent this connection will make a successful association (which remains the aim of Switzerland’s negotiations) more difficult.
- Should the (full) association fail, researchers from Switzerland can participate in (collaborative) projects in the context of Horizon Europe as third-country participants.
- The necessary funding has already been granted by parliament. The researchers would receive these funds directly from SERI, as was the case during the partial association between 2014 and 2016.
- This rule should also apply to mono-beneficiary projects (e.g. ERC or MSCA). SERI is examining corresponding measures on the basis of the federal decree on financing the Horizon package 2021-2027.
- For now, researchers must apply as if Switzerland were an associated country. This will allow us to ensure that their successful projects can be funded under any possible scenario.
