European Commission has presented its proposal for the next research and innovation programme for the period 2014-2020, Horizon 2020.

The proposals are now going through the normal legislative process which means that both the European Parliament and the Council of ministers will have to vote and agree on the proposition. A final approval is expected around Q1 2013.

Die Europäische Kommission hat ihre Vorbereitungen für das künftige Europäische Forschungs- und Innovationsförderinstrument, welches dem 7. EU-Rahmenprogramm für Forschung und Technologische Entwicklung (FP7) ab 2014 folgt, vertieft. Das nächste Programm kann nun unter seinem definitiven Namen «Horizont 2020 Framework Programme for Research and Innovation» genannt werden. Das vorgesehene Budget von 87.7 Mrd. EUR ist um 45% höher als das vom FP7, dies kommt aber auch daher, dass das «European Institute of Innovation and Technology» (EIT) und das «Competitiveness and Innovation Framework Programme» (CIP) in das neue Rahmenprogramm integriert werden.
Es wird ein einziges Rahmenprogramm geben, welches auf 3 Säulen stehen wird:
- Excellence in the science base (27.8 Mrd €): bottom-up, excellence driven project are adressed as well as basic research and actions for research careers and mobility
- Societal challenges (35.9 Mrd €): top-down, policy oriented, large cooperative projects. Six challenges which replace the ten FP7-collaboration-themes:
- health, demographic change and wellbeing
- food security, sustainable agriculture an the bio-economy
- secure, clean and efficient energy
- smart, green and integrated transport
- climate action, resource efficiency and raw materials
- conclusive, innovative and secure societies
- Industrial leadership (20.2 Mrd €): Innovation, funding for industry and SME, transition from research into marketable products. Key Enabling Technologies (KET).
Vereinfachung der Regeln, Kriterien für die Anrechenbarkeit und der Kontrollmechanismen haben hohe Priorität. Das vorgeschlagene Budget für Horizon 2020 (2014-2020) beträgt 80 Mrd €.
