Der SNF hat seine Bestimmungen zu den Doktorierendenstellen im Ausland für Fachhochschulen und Pädagogische Hochschulen angepasst. Neu finanziert er solche Stellen an Universitäten im Ausland für Fachbereiche der FH und PH, bei denen es in der Schweiz keinen universitären Partner gibt.
