Ende Jahr läuft Horizon 2020, das 8. Rahmenprogramm der EU für Forschung und Innovation, aus und wird durch Horizon Europe ersetzt. Damit die Forschenden der ZHAW hier den Überblick behalten, Unsicherheiten beseitigen und neue Möglichkeiten erkennen können, plant das Euresearch Büro für die Zürcher Fachhochschulen eine Reihe von Informationsveranstaltungen.
Vieles an diesem neuen Rahmenprogramm wird vertraut sein: Wissenschaftliche Exzellenz wird weiterhin durch den Europäischen Forschungsrat (ERC) und die Marie Skłodowska-Curie Stipendien (MSCA) gefördert; die industrielle Wettbewerbsfähigkeit der EU soll vor allem durch wissensbasierte Innovationen und die Unterstützung durch den Europäischen Innovationsrat (EIC) gefördert werden und Horizon Europe soll, wie schon Horizon 2020, auf gesellschaftliche Herausforderungen und die strategischen Prioritäten der EU reagieren.
Einiges ist aber auch neu: So werden mit Horizon Europe sogenannte Missions eingeführt, die die Forschung portfolioartig zu spezifischen Themen bündeln sollen; die europäischen Partnerschaften werden gestrafft und konsolidiert, Open Science wird zum neuen Modus Operandi von Horizon Europe und – wie schon im letzten Rahmenprogramm – sollen die administrativen Aufwände reduziert werden.
Auf politischer Ebene ist zurzeit noch unklar, in welcher Form – als assoziiertes Land oder als Drittstaat – die Schweiz an Horizon Europe partizipieren kann.
Die geplanten Informationsveranstaltungen sind so konzipiert, dass sie möglichst auf spezifische Bedürfnisse reagieren:
So richtet sich die Online-Plattform, in der aktuelle „Workprogramms“ mit den entsprechenden Calls diskutiert werden können, primär an Forschende, die schon Erfahrung mitbringen. Als Pilot für dieses Instrument startet am 28. September die Diskussion des Green Deal Calls. Interessenten melden sich bitte bei Florian Berner (befl@zhaw.ch) oder Patrik Ettinger (etti@zhaw.ch). Die Zugangsinformationen zu dieser Plattform werden noch bekannt gegeben.
An die Forschenden mit einem sozialwissenschaftlichen Hintergrund richtet sich die Präsentation von Joel Graf. Als Experte auf dem Gebiet wird er gezielt aufzeigen können, welche Möglichkeiten Horizon Europe für die sozialwissenschaftliche Forschung bereithält. Bedingt durch die Covid19 Situation ist zurzeit noch offen, ob die entsprechende Informationsveranstaltung wie geplant im Toni Areal durchgeführt wird oder durch ein Webinar substituiert wird.
Am 13. Oktober 17.00 Uhr werden Florian Berner und Patrik Ettinger in einem Webinar über den aktuellen Stand der Planung von Horizon Europe und die Partizipationsmöglichkeiten der Schweiz informieren. Diese Informationsveranstaltung richtet sich gezielt an Forschende der ZHAW.

Horizon EUROPE events
Horizon 2020, the eighth EU framework programme for research and innovation, will finish at the end of the year and be replaced by Horizon Europe. In an effort to help ZHAW researchers to maintain an overview of new funding programmes, avoid uncertainties and identify new opportunities, the Euresearch Office is planning a series of information events for the Zurich University of Applied Sciences and Arts.
Many aspects of this new framework programme will be familiar. Excellent science will continue to be funded by the European Research Council (ERC) and the Marie Skłodowska-Curie Actions (MSCA) fellowships, the EU’s industrial competitiveness will be fostered, particularly through knowledge-based innovation and the support of the European Innovation Council (EIC), and Horizon Europe will respond to societal challenges and the EU’s strategic priorities, just as its predecessor Horizon 2020 did.
However, there are also some new features. Horizon Europe will introduce what it calls ‘missions’, which are intended to pool together research on specific topics in a portfolio-like manner, and Open Science will become the modus operandi. European partnerships will be streamlined and consolidated under Horizon Europe, and administrative costs will continue to be reduced, as they were in the last framework programme.
At the political level, it is still unclear in what form – be it as an associated country or as a third country – Switzerland can participate in Horizon Europe.
The upcoming information events are designed to respond to specific needs where possible.
For example, the online platform that can be used to discuss current work programmes and the corresponding calls is aimed primarily at experienced researchers. A trial of this tool will begin on 28 September with a discussion of the Green Deal call. The access information for this platform will be announced at a later date.
Researchers with a background in social sciences are invited to attend a presentation by Joel Graf. An expert in his field, Joel Graf will highlight some of the opportunities that Horizon Europe promises for social science research. Due to the COVID-19 situation, it has yet to be decided if this information event will be held as planned on the Toni Campus or as a webinar.
On 13 October at 17.00, Florian Berner and Patrik Ettinger will hold a webinar on the current state of planning for Horizon Europe and the possibilities for Switzerland to participate in it. This information event is aimed primarily at ZHAW researchers.
